The Village of Franklin, Michigan will receive sealed, fixed price, lump sum bid proposals for the above historic restoration project by mail, commercial delivery or hand delivery until 3:00 p.m. September 30, 2019 at:

At that time bids will be publicly opened and read aloud.

Bids shall be submitted in duplicate on the forms provided, with no alterations, in sealed envelopes.  Faxed or emailed bids will not be accepted.  Bids shall remain firm for 90 days from the date of bid opening.  Bids shall be addressed as indicated above, and shall be labeled on the outside with the bidder’s name, address, phone number and email address.  Envelopes shall be marked “Bid Proposal for Daniel Broughton House Roof and Gutter Rehabilitation Project.”

Bidders must attend a pre-arranged site visit prior to submitting a bid.  Tentative date for site visit is Monday, September 9, 2019 at noon.

This is a historic rehabilitation project funded in part by a grant from the Michigan State Historic Preservation Office, Michigan Economic Development Corporation, [LJ(1] Certified Local Government Program.  Bidders shall demonstrate past experience working on historic preservation projects and shall submit evidence of qualifications as part of their bid as indicated on the bid form.

Compliance with all applicable federal, state and local laws, rules and regulations is required.

The activity that is the subject of this project has been financed in part with Federal funds from the National Park Service, U.S. Department of the Interior, through the Michigan State Historic Preservation Office.  However, the contents and opinions herein do not necessarily reflect the views or policies of the Department of the Interior or the Michigan State Historic Preservation Office, nor does the mention of trade names or commercial products herein constitute endorsement or recommendation by the Department of the Interior or the Michigan State Historic Preservation Office.

Bid security in the form of a certified check, or bid bond equal to five percent (5%) of the bid is required and shall accompany each bid.  Make payable to the Owner.  Disposition of the bid security shall be as described in the Instructions to Bidders.  Full RFP HERE  

The successful bidder must be approved by the Michigan State Historic Preservation Office before a contract can be executed.  This review will take a maximum of 30 days.
