  • Bids for the 2017/2018 Road Rehabilitation Program were received on Tuesday, April 25th, 2017. The project was bid in one (1) package with two (2) Phases of work and an Alternate Bid (Franklin Road) that will be contingent upon funding availability in 2018. The low bidder was Cadillac Asphalt, LLC of Clarkston, Michigan with a total bid of $10,824,330.00. Cadillac’s quote for the Alternate Bid was $701,485.00, which would be in addition to the total bid amount. Cadillac was awarded the project on May 8, 2017.
  • As presented at the Public Informational Meetings for the project, Phase I construction will take place in 2017 and is comprised of roads west of Franklin Road with the inclusion of the Supervisor’s Plat No. 8 subdivision (German Mill, Kelvin, Carol, Bowden, Meadowdale, and Romany Way) located east of Franklin Road. Phase II, the remaining Village roads east of Franklin Road, will be constructed in 2018. Franklin Road, between 14 Mile and the southern Village limits, will tentatively be rehabilitated in 2018 provided funding is still available.
  • The general scope of work for Phase I and II includes the rehabilitation of Village roads utilizing the following methods of construction: cold milling (standard, 2” and deep, 4”), pulverizing, and pavement removal followed by the placement of new HMA pavement. The project also includes as-needed construction, such as subgrade undercutting, base repair, road culvert replacement, driveway approach culvert replacement, and driveway approach pavement replacement. See general road work flyer.
  • Cadillac Asphalt, the contractor will not be doing small paving contracts for paving driveways. A list of known area contractors here.
  • Beginning the week of June 12, 2017, weather permitting, Cadillac will begin construction in the northwest section of the Village – see Cadillac’s project phase map. Below the phase map are descriptions of groups 1-3, and the related work. The initial work includes sawcutting and removing several driveway approaches, removing and replacing driveway culverts, and ditch cleanout, as necessary. Not all homes will be affected by the driveway/ditching work. Please see the driveway flyer. Driveway/culvert removals will also be marked with paint. There will be short periods of time where you will have limited access to your driveway when pavement and the culvert is removed and when the new culvert is installed and the driveway approach is constructed. An HRC Field representative will also attempt to contact you to discuss the work prior to the work commencing. The ditches that will be cleaned out will also be marked with paint.
  • In addition to the aforementioned work, all roadside rocks/boulders that are closer than 3’ behind the edge of road will be moved back to a distance of between 3’ and 5’ from the edge of road. Care will be taken so as not to damage anything on the property (fences, landscaping, sprinkler heads, etc.) or to impede stormwater drainage (such as in a swale/ditch line). See rock/boulder flyer.
  • A minimum of one lane of traffic in each direction on each road will be maintained at all times. However, there may be times when minor interruptions may occur, depending upon the extent of pavement and/or base repair, which will result in the temporary detour.

Please note the following reminders:

  1. It shall be the responsibility of each homeowner who has sprinkler heads to mark or expose sprinkler heads located near edge of road and driveway areas and shut down the adjacent zones before construction begins. Neither the contractor nor the Village is responsible for damage to unmarked sprinkler heads.
  2. Please do not park in or near your drive approach, along ditch areas, or adjacent to rocks/boulders that are marked for rehabilitation.
  3. If a homeowner has specific needs such as home care, emergency care, or special events that will be held at their house, we ask you to please contact the Village Engineers and/or Village Offices via email or phone so the contractor is aware of the situation and we will all try to accommodate as much as possible.
